Since 1973, the French Government has entrusted the Etablissement Public Foncier de Lorraine (the Lorraine Public Land Management Authority) or EPF, with 
the task of supporting local authorities in their land management, conversion of damaged brown field areas or development projects. More and more often, EPF Lorraine is called upon to combine its different roles and bring local authorities a real 'toolbox' for use in responding to various
situations. > Reserving space To ensure harmonious territorial development and enable local authorities to carry out their development projects under the best possible conditions,
EPF Lorraine acts as a land operator, buying up land ahead of time. This land is then made available to public or private developers as required. > Recovering value from damaged areas To re-conquer the derelict areas left behind as a result of the profound industrial and urban changes experienced in Lorraine over the last decades, EPF Lorraine
applies an overall approach: survey, refurbishing and reassigning industrial, urban and military brown field sites. > Territorial development As an extension of the actions undertaken to reclaim value from degraded areas, EPF Lorraine acts as a property developer, managing development operations
and setting up the infrastructure required in areas where profound changes are underway. > Studying and analyzing Thanks to its expert knowledge, developed from past projects, EPF Lorraine leads technical evaluations that cover the condition of sites to be handled or
potential application studies intended to define a new way of organizing the space available
