Long description: This report describes a transparent methodology, intended as a decision support tool to facilitate decision making related to land use. The tool allows for the comparisons of different proposed risk reduction measures and includes a sustainability perspective, i.e. it clarifies environmental, social and economic conditions of different measures, and it can be used in several different applications. The matrix tool can be used autonomously by a group of officials from e.g. local authorities, although there may be advantages to also bring in external help to broaden the debate and increase the basis of knowledge.
