Short description: Since 2001, the European Commission has collected data on mass emissions from all Integrated Pollution Prevention and Control (IPPC) Directive installations, and published a collation and analysis of the data in the form of the European Pollutant Emission Register (EPER). The purpose is to make available information for the public and regulators, and to have data for assessing compliance with EU and international obligations.

Pollutant Release and Transfer Registers (PRTRs) are publicly accessible compilations of data that describe the releases of substances to the environment and waste transfers. They have three primary aims: • to provide the public with easy access to information about pollution from industrial sources both in their local area and nationally; • to help environmental regulators protect the environment by providing information to aid policy development and monitor the effectiveness of policies; and • to help the Government meet its national and international commitments and obligations for reporting of pollutant releases, e.g. the UNECE Convention on Long-range Transboundary Air Pollution, and the United Nations Framework Convention on Climate Change.
 
Long description: This consultation document sets out and seeks views on proposals for extending the UK?s current PRTR capabilities in these and other ways. It does not however address the implementation of the E-PRTR Regulation in Scotland. This will be consulted on separately by the Scottish Executive. It is expected that the two consultations will run in parallel.
