Short description: Water is essential to lives and livelihoods. The Water Framework Directive establishes new and better ways of protecting and improving the water environment. These new approaches require the production of a River Basin Management Plan for the Scotland River Basin District by 2009, and the Scottish Environment Protection Agency (SEPA) has been asked to lead this process. The Plan will only work if it involves those who manage, protect and use the water environment. This Plan of Action sets out, for consultation, a system for engaging as wide a range as possible of the people who have an interest in the issues.
