The European Environmental Bureau (EEB) and the German league for nature and the environment (DNR) have claimed that none of the arguments used by member states
to oppose the European Commission's plans for a soil framework directive stand up to scrutiny.
The EEB is a federation of over 140 environmental citizens’ organisations . Their joint brochure with DNR suggests that soil deterioration affects all Member
States and costs Europe an estimated €38 billion a year. Despite this, no common policy exists to conserve soil in the EU.
