Possible Soil protection obligations in the IPPC
Directive Review
In the context of the revision of the IPPC directive, the Commission is    
looking into introducing and clarifying specific aspects related to site    
restoration and the protection of soils, more specifically the provisions    
related to Article 3(f) of the IPPC Directive. The background for the    
Commission's initiative in this regard is that the Thematic Soil Strategy    
adopted by the Commission in 2006 identified that the Commission as one    
of the future actions should review the IPPC Directive in 2007 in order to    
strengthen its soil protection and contamination prevention aspects; more specifically to explore  
-          the harmonisation of the basic obligation to avoid any pollution risk    
and returning the site of IPPC installations to a 'satisfactory state', and    
-          periodically monitoring soil on the site.
