Political Agreement on the Framework 7 Programme
Ministers reached Political Agreement on the whole FP7 package at an extraordinary Competitiveness Council (CC) on 24 July 2006.  The meeting  was scheduled 
by the Finnish Presidency with the intention of reaching Political Agreement on both the non-nuclear and nuclear parts of FP7 and keeping the legislative process for FP7 on track to meet it's scheduled launch date of 1 January 2007. The Presidency had prepared a revised text ahead of the CC, largely based on text previously agreed in Council but also taking on board a number of mendments
resulting from the European Parliament's First Reading on 15th June 2006. The revised text sets a budget for FP7 (including Euratom) of €54bn over the period
2007-2013. The Political Agreement text will go to the European Parliament for consideration and will form the basis of a Common Position. The Second Reading by the European
